OBJECTIVES

 

As stated in its preamble, the Association was organized to "work for the moral, physical, intellectual and general welfare of the deaf and to foster and maintain the spirit of friendship and common understanding among themselves."

PURPOSE

 

ABOUT PADI

 

The Philippine Association of the Deaf, Inc., (PAD) is a civic charitable organization composed of deaf persons, residing in the Philippines, irrespective of nationality, and creed or religion.

The aims and objectives of PAD as stated in Article II of its By-Laws are as follows:

 

a) To advance the cause of education for the deaf.

b) To promote industrial education for self-improvement and secure employment for the unemployed deaf.

c) To protect and help the deaf and to promote their happiness.

d) To help the deaf rehabilitate their families and homes.

e) To obtain just recognition for the deaf in the Civic Service or other lines of employment;

f) To cooperate in the improvement, development and extension of education facilities for deaf children;

g) To include in themselves the spirit of good citizenship;

h) To conduct adult classes in English and vocational (both trades and crafts) education for self-improvement;

i) To help deaf people involved in judicial cases whenever necessary to secure justice.

BASIC NEEDS OF THE DEAF

According to Boyce Williams of the United States Department of Health, Education and Welfare the basic needs of the deaf may be summarized as follows:

1. TO BE UNDERSTOOD - This includes communication - both the sending and receiving of thoughts. It also includes the understanding of the impact of the disability upon the physical, social, vocational, emotional and spiritual growth and functioning of the person affected.

2. TO BE TREATED AS INDIVIDUALS - There is a tendency among workers to stereotype deaf people.

3. TO BE HELD TO THE SAME STANDARDS OF PERFORMANCE AS THEIR HEARING PEERS - Particularly in education, deaf people are permitted

to perform at levels less than their potentials. This kills incentives for more educational achievements.

4. TO BE SERVED BY REAL PROFESSIONALS IN ALL AREAS - This refers to their teachers, counsellors, social workers, audiologists, and others must

be top notch professionals and not visionary "dogooders."

5. TO BE ALLOWED TIME - The story of deaf people is replate with example of too little time being taken to give them the tools for living up to their potentials.

6. TO BE HELD EQUAL TO BE INTEGRATED - There is a preprevailing attitude in the community of paternalism towards the deaf. This must be recognized and corrected.

7. TO ACHIEVE SOCIAL MATURITY - The deaf tends to be immature and they move pretty much alone, without any real help from hearing colleagues and they therefore fail to keep pace with society in general.

8. TO ATTAIN OPPORTUNITIES COMMONWEALTH WITH CAPACITIES - Vocational rehabilitation must be geared to the creative potential of the deaf. Limitations in educational opportunities are a fundamental cause of scare vocational opportunities.

9. TO BE ACCEPTED AS FULLPLEDGED PARTIES - The special knowledge and skills of qualified deaf people are seldom used or solicited by workes who serve or work with them.

10. TO BE GIVEN EQUAL OPPORTUNITIES - There are too few or no facilities such as half-way homes, sheltered workshops, personal adjustment centers and rehabilitations centers than can meet the needs of the deaf.

11. TO ASSUME PROPER ATTITUDE - There is a need to replace attitude of complacency and apathy among deaf people regarding attainment of vocational, social and educational levels equal to hearing peers. For many reasons deaf people and their family and friends share an apologetic attitude regarding their relative competencies.
